The page looks right but nothing moves. Four checks, in order.
1 · Are you looking at the live page?
The animation is switched off inside the editor on purpose, so it doesn't move things around while you're working. View or preview the page.
2 · Is the recipe on the outer section?
The recipe belongs on the Recipe host — the outermost section — not on the frame or on a slide. If it ended up on an inner element, move it out.
3 · Are the parts labelled, and nested in order?
Inside the host there must be a Viewport, and inside that the Panels — in that order, one inside the other. See putting an effect on a section you built yourself.
4 · Who was signed in when you saved?
In the WordPress block editor, the recipe is kept only when it is saved by an Administrator or Editor. Other roles have it silently removed as the page saves, so the page looks correct while you edit and does nothing once published. If that is the situation, ask a site administrator to save the page, or ask them to grant the account the capability.
